Cut the onion into very thin slices, cut the well-washed young onions diagonally into pieces of about 1 cm and cut the cleaned carrots into fine strips. Halve the chilies, remove the seeds and cut into strips. Roughly chop the scallops. Now make a pancake-like mixture of flour, water and eggs. Add onions, carrots, green onions as well as chili and season with salt. Heat a small pan with a little oil and, using a medium ladle, pour in some vegetable mixture. Top with scallops and fry until golden brown on both sides. Lift out and serve with a little soy vinegar sauce, to which an extra portion of chopped chili can be added, according to personal taste. Process the rest of the dough in the same way.
